Rask, if any individual wishes to make a claim, they should do so to the appropriate local authorities. If the claim is found to be creditable, the appropriate local authorities will press charges upon the person against whom the claim was made. Now for the downside. If the appropriate local authorities determine a false claim was knowingly made, the claimant may well face charges for knowingly making a false claim. The appropriate local authorities will request the assistance of the FBI if they should require the same or they discover that Federal law(s) may have been broken!
