He is easy to manipulate because he possesses no knowledge or decision making ability and is such a shallow thinker. Also he surrounds himself with imbeciles and people of competence lose patience and leave. World leaders like Puntin know they can easily take advantage of him. He is more a puppet in the sense of being a controllable stooge.
Russia wasn't working to put him in power because he aligned with their desires, it was because he was such a doofus and it destabilizes our country and allows them to walk all over him when needed.
