I commented that I am no expert then you jump on ideas that come from the self-avowed non-expert.
Perhaps free would be the ticket then - given your objections to other suggestions. Sanders IS right in his idea that the skills offered 70 yrs ago or so in HS met enough market needs and that level of education has been publicly funded for a long time. Perhaps with increasing demand for higher grade skills in the market that we might extend public ed through college.
Lots of countries offer free college. Doesn't seem to break them, but it does educate their population.
