failing to graduate is a personal choice. Granted, one that in most cases the family makes for the child long before they actually drop out.

I taught in arguably the worst district in a several hundred mile radius (KCMO) and I can say without a doubt that students COULD get a solid education in every school in that district. A vast majority chose not to but every year students successfully transitioned from our schools colleges and received four year degrees.
