He said he would or may sit down and talk with iran without any pre-existing conditions. If there is one thing they must insist on is unannounced inspections (and the punishment when they renege). No point in talking for several days and at the end they won't agree with that condition. Wasted time and they've probably picked up some good info to use later.

And, saying that and not meaning it surely isn't productive.
