I think you miss the main point

In my opinion NCAA penalties are always meant in large part to punish the fan base and boosters. If all most of these schools had to do if they cheated was spend more money on stuff like that the rich boosters would gladly pony up- as would average fans as much as they could. So they hit you with something money can’t buy back
