The ratings don't change because a team being "mid-tier"

They change based on how many fans of those mid-tier teams pay for a Rivals subscription.
This isn't hard to figure out. When you have rabid fans willing to put down $10/month for "inside information" about high school kids, you're going to produce content that appeals to as many as possible. Tennessee or Arkansas or Ole Miss fans are going to be more willing to spend money on a Rivals subscription if they see a constant stream of four-star guys being recruited by their team.
Mizzou's fan base isn't like that.
Rivals' business isn't built around having accurate information. It's built around information that separates rabid fans from $10 at a time.
