There were no charges thus claiming innocence is goofy,
But yes, that law absolutely applies to one who interferes with the investigation - it has NOTHING to do with the guilt or innocence of a crime.
Say the president intimidated a witness in a case that turned out a not guilty verdict. You STILL intimidated a witness. And one does not need to succeed at the obstruction, the attempt is the crime. Thanks for playing
