I worked in Economic Development for the state. Deals we offered many manufacturers was for X percentage tax break for X number of new jobs. The tax breaks went into effect after the jobs were well in place.
I am not opposed to the use of tax incentives to spur growth. Hey there Daddy big Bucks - you make investments of X, Y or Z and the govt will provide tax break of X, Y or Z on a temporary basis. you have ONE year to today. And the tax break goes away at that point.
That is how tax breaks got tied to the idea of spurring the economy. The were conditional and limited by time. The Right got clever and eliminate both of those conditions. I left the field of economic development as a result.
