Clinton's impeachment spiked his popularity. No need to risk that. He is awesomely unpopular, no need to change that.
Might hurt dems to pursue impeachment and despite the clear obstruction guilt (by law for the most part), there would not be enough GOP support to remove him from office.
He didn't win any voters with this report and likely lost some.
