They also had the 7th highest payroll in 2018, and have consistently been in the top 10 in payroll since 2014.

It appears that their ticket sales are not directly effected by the success of the team (like the Royals surge and decline).

So by paying big money to players like Trout, Pujols, Upton may not win them games or a championship, but it keeps the fans coming to the games to see the most exciting players in the sport.

They are not doing "Moneyball" and buying runs. They are paying entertainment talent, like paying big money for a movie/rock star that will attract fans to watch their movie/concert.
