That fine was in regards to the Obama campaign collecting over $8 million in illegal foreign sourced donations. The Obama DOJ did not bring campaign finance violation charges against his campaign. It was handled administratively with little press coverage at the time. I believe the case was transferred out of the DOJ and over to the Federal Elections Commission. What differentiates the Obama violations from the alleged Trump campaign violations is that the slightly over $250,000 paid to the women was from Trump's own funds. There are no regulations limiting a candidates personal spending on his campaign.
