He is technically just being assessed against the other players in that draft class, which is an entirely different subset of players than last year. If next year's class is weaker he could move up even by individually not improving.

I think it depends on what was shown at last year's draft workouts. For MU last year, he obviously wasn't an NBA player yet. But he could have demonstrated himself to be at those workouts.
