penalties as a deterrent of the behavior. The reason it is so rampant is because the governing body is so ineffective in their governance.
College players have been getting paid since the 1920's. Probably before. Its likely impossible to remove that element entirely. But if all parties involved know there is a risk of serious repercussions and punishment will be doled out uniformly and in an unbiased manner that is the best deterrent available. These programs found to have been participating in or encouraging this kind of behavior should be significantly punished, as a lesson to others that might think the reward outweighs the risk.
