It pretty much always has been about potential. It is just when there are bad wholes in ones game that puts the scouts off. One year can change things though.
Even then, a lot of kids take their shot even when no ready and if the potential is great enough they might get drafted. Harder for the NBA because they only have two draft rounds and most of the rookies that make NBA teams in year one usually are taken in the lottery!
