Just as most white Southerners thought that Jim Crow was OK. In order to keep the peace, whites needed to be protected from interacting in public places with the savages (blacks).
Now it's about the criminal justice system. Whites think that blacks are way more criminal in nature than whites (e.g., we're savages). When blacks complain about disparities, they're exaggerating about police misconduct and in denial about their criminal nature. If they don't do the crime, they won't do the time...
On the other hand, McCaskill realizes that there are instances where police misconduct occurs and will challenge it when it occurs. That might hurt her with voters.
