Prop 48 was enacted in 1986, basically set standards for entrance into school.
Partial Qualifiers, allowed kids that didn't meet ALL the guide lines of Prop 48, to enter school the school of their choice, they had to sit out for 1 year, pay there own way, and could not participate in the sport, they lost 1 year of eligibility and had to raise the scores.
Essentially, just like today with juco's. If a kid does not qualify, he goes juco, get a degree in one year or two, and comes back to the school of his/her choice.
Big 8 had no restrictions on partial qualifiers, all big 8 schools could have had partial qualifiers, Did Mizzou? I dont know, many schools allowed partial qualifiers in the day.

There are statistics that show hundreds of athletes across the country where partial qualifiers back in the day. KEY point, the NCAA allowed partial and non qualifiers, the NCAA still allows partial qualifiers, the conferences had and still do have rules regulating partial qualifiers.
When Big 12 was formed, they did allow a total of 4 partial qualifiers, 2 men and 2 women. I believe that was later changed.
NU had 4 starters on the 97 NC team that where partial qualifiers, only 4. That is very similar to having 4 JUCO starters on a team comparative to today college football.
What is interesting, and most don't know. Partial qualifiers are still allowed today by NCAA, but, conferences regulate Partial qualifiers, if you look, all conferences are different on what they allow.
