not being snarky: why do some guys make it to the major leagues and hit well while others never do? Brain function variation ... this is genetic, not learned. Yes, practice is required, but any human can only get so good at anything ... there are limits set biologically.
So some QBs can see the field and know who will be open, when, and a lot of that is just brain function variation. With WR's a good part of the difference in being able to catch the ball is also brain function. You have the great hand/eye coordination or you never have it. Yes, anyone can get better, but only to a point.
Lock probably will get better at everything. His biggest gift: he can throw hard and far. Accuracy ... seeing the field ... not his strong suites, and never will be.
