My recollection is there are at least a couple of "governing bodies". One is made up of the faculty representatives for each school in the particular classification (i.e. D-1 A, D-1, D-2 etc) and the other is the Presidents' counsel made up of the President (Chancellor in Mizzou's case) of each school in the classification. The schools select these representatives and can change them at will.
The NCAA also has permanent administrative staff which if memory serves is headed by Mark Emmert, who was President of the University of Washington prior to taking the NCAA job.
