The Baylor governing body can do anything it damn well pleases, i.e. nothing to closing down the program. The legal system can criminally prosecute people or hold them or Baylor civilly liable. But nobody has given the NCAA any authority to act in these cases. They're simply beyond the scope of its jurisdiction.
