The NCAA is not a governmental agency. It is an association of universities. The scope of its authority to act, set rules, etc. is set forth in its constitution and by-laws and they give it zero authority to act in criminal matters. I.e. if the AD and Head Coach are scalping tickets, that's a criminal matter, but the NCAA has no authority to act on the situation.
