IMO the point is more to remind people that it costs money to produce.
They're so easy to get around that they can't possibly expect it to generate much revenue from people who want to read more than 10 stories/month. But it may make some people stop and consider giving the Trib a little money anyway once they realize how many stories they actually want to read.
