Most good D1 teams play a bunch of awful teams, local junior colleges, etc. Some, like Mizzou under EE, play exclusively awful teams of that nature. They do so mainly to get a chance to play all their players, and get a look at their incoming freshmen, and help figure out contested positions, in games they have no real chance of losing, and are meaningless.

But some top teams play some very good D1 teams at least a few games in the Fall. I wish Mizzou would do that. Sure there are limits because of geography, no one wants to spend lots of money traveling to an exhibition game, and there aren't a huge number of real good D1 teams within an easy bus ride of Columbia. Would it really hurt Mizzou to schedule, say, an Iowa in the Fall? They aren't anywhere close to a top 25 team but they are much better than any of the powderpuffs on our schedule this year or in recent years.
