Is going to be better than us? Why do some see them as challenging for the East?

Kentucky has gone 2-10, 5-7, and 5-7 under Stoops. No bowls. The program has not had an 8 win regular season since the 80's. They have not beaten Florida since 1986

Why do people assume anything positive about them. Tennessee I absolutely understand, but Kentucky?
