I think you have to get away from the existing conferences and/or trade some pieces. For instance, I'd like to see WVA in the SEC, not the ACC. The ACC already has Virginia market and while you could get a ku/ksu rivalry between the two, I could see some benefit to having "Conference" rivalries instead of individual team rivalries. The ACC has no foothold in Tennessee - it's captive to the SEC - so, to further my agenda - WVA to the SEC, Vandy to the ACC (where they fit the academic profile of VA and give the ACC traction in TN).
Not what I want, but MO would go to the Big 10, thus freeing up the SEC to have both OU and OSU. Notre Dame would associate loosely with the PAC 16 (rivalries with USC, UT would make it attractive, though a horrible geographic fit), taking up OU's spot there.
