Money decides conferences.
If you say 4 conferences X 16 teams = 64 teams
In the current 5 conferences there are 64, plus ND and BYU. Boise St would get snubbed.
That means either the indys get snubbed or they don't and you find the weak sister to throw out. kU comes to mind.
IMO you have to keep the major state schools, so kU gets a reprieve. I'd first consider the private schools to axe: TCU, Baylor, Wake Forest, Vanderbilt, BYU, Notre Dame, Northwestern.
ND gets included. BYU gets included due to slim picking putting 16 out west. The power of the existing conferences would push the agenda. Meaning, I'd pick Baylor and TCU get axed.
