This case, absurd and sad as it may be, is pretty much the exception and not the rule - that you seem to ascribe to it. Yes, sometimes institutional momentum gets out of control. I think this tale leaves out a great deal of detail. How did the NOAA earn the warrants to raid her home? Devil is often in the details.
