That's essentially what the entire welfare system does. We have created a poverty subclass, where people learn the welfare system from parents.
It also contributes to higher crime rates, since that money is not taxed, keeps welfare intact.
The subclass on it, wants to stay on it, it is now the only thing they know. Anyone who is seen as a threat, must be dealt with harshly, in order to keep the money flowing. Hence the beatdown of "smart or people trying".
Liberals think they are helping, when in reality, they are just making it worse.
Oh well, let's just throw more money at the problem.
Just because it has not worked in the last 40 years, it's only because we didn't throw enough.
Sadly, for all the hate liberals have on war, they never seem to notice that the war on poverty has cost 16 trillion, and has failed far worse than Iraq, or afghanistan.
Oh well, it's just not fair!
