I would say that hindsight is perfect, but then I read this board so I have proof that it is not.

A republican president plus a senate that was 49D + 2I - a formula for total control.

That said, they did pass two pieces of relevant legislation The Economic Stimulus Act of 2008(Feb), and The Housing and Economic Recovery Act of 2008(Jul).

Was it enough? Of course not. But to lay the blame solely at the feet of Reid and Pelosi is silly.
