there are many reasons to cut (or raise) taxes. Bartlett is arguing that the rational the right evokes to support cutting them is flawed. In the short term, while the evidence supports the contention that they are not very stimulative, in a weak economy even a little stimulative is a good thing. In the long term, Bartlett may well be arguing for tax increases, but he isn't make an explicit (or implicit) argument for them not - particularly not in that piece.
