Arguing that tax cuts add nothing to the debt is, as Bartlett points out "obviously ridiculous". Arguing that tax increases never reduce the debt is equally as "obviously ridiculous".
Bartlett is making what appears to be an honest argument. The CBO analysis suggests (nothing ever proves), that the Bush tax cuts increased the national debt (along with things like 9/11, two wars a couple of recessions and some stimulus as well). Without intentionally trying to offend anyone, that justifiably could be considered to be restating the obvious.
