As I understand it, a Plus 1 pits the #1 vs #2 ranked teams in a final game after all normal bowl games have been played.

A four team playoff pits the top four teams in a playoff, with the winner of the two games facing each other in a championship. These are picked before the bowl games.

Plus 1 picks 2 teams after bowl games, playoff picks 4 teams before bowl games.
