While I'm not sure I agree entirely with the premise (using past data to project future conference strenght...I don’t particularly care as an MU fan what the SEC used to be in basketball before MU was a member, I only care that it is now one of the best basketball conferences going forward) it is interesting nonetheless.
Next to the ACC, the SEC looks to have gained the most among major conferences and those two are among only 3 of the 10 top conferences that didn't hurt their basketball product. Particularly when you consider the past 10 years for MU included the Quin years and for A&M included a completely winless conference season that generally bodes well in projecting better future performance.
