It is all about game manipulation. The officials are programmed to give the trialing team a chance.

Read 'Scorecasting'. It is an excellent book that will dispell many of the myths that people believe about sports. One chapter covers 'lose aversion'. They chart the strike zone based on the count. It is a great read.
