because it's a chicken or egg question, it will never really take off unless someone comes in with the financial ability to take losses for a few years in the goal of getting past the early stages where it's not profitable.
You say hybrids have no chance of paying back their difference, but that's at $3 a gallon gas. At $4, $5 it starts getting competitive. At $8 or $10 gas, it's irresponsible not to require such technologies.
