people will buy them when they pay for themselves. Fuel cells, when the rectification is accounted for, are not exceptionally more efficient than many other technologies.

Private enterprise made the Prius. Government enterprise made the Volt. Both are exceptionally different takes on managing fuel supply. One is successful, one is not.
