Half those kids probably come from low income, single parent families where there is zero academic expectation. Parents are too out of touch to realize the damage they are doing to their kids future until it is too late. In our school district there are mandatory meetings for kids AND parents before you can play sports. Everything is spelled out very clearly with neat powerpoint slides and an actual printed athletic handbook. No one can claim they don't understand the rules. We also bring in two or three different people to speak with Junior and Senior athletes about expectations and options concerning college sports.
