in the motivation for creating the Big 12. Neither of the forebearing conferences were viable on their own. They needed one another for the TV revenue, because neither had the ability to obtain a contract on their own that would sustain their leagues.
As far as inequalities with regard to Texas, that's on the presidents, in my opinion. For the same reason stated above, nobody should've received any special concessions at that point in time.
