NCAA bylaws serves the purpose of meeting the initial eligibility requireements as set forth in the Big XII bylaw 6:2. The initial eligibility waiver does come with strict conditions which must be met for the athlethe to play.

You comment about being able to read but you must also be able to interpupt what you read.
