it's really hard to retrofit toll roads after the fact...
feeder roads, limited access, toll booths at every main exit, feeder roads to the toll booths and reengineered access off and on the interstate..
I-70 has exits every 2-4 miles, sometimes more. Can they even afford to have 250 toll booths (at least two each direction for each exit). The salaries for the toll booths would run at least 25K per seat, which means 4 people per week, plus 8 hours overtime (168 hour month), or $120 thousand per seat X 250 or at least $30 million per year just for toll takers.
Infrastructure would run into the billions. It would take decades to recover the cost, much less improve the system.
