It would cost at least half a billion to build a new stadium that incorporates everyone's wish list, i.e. more than 80,000 seats, luxury suites, club seating, etc.
That is about half of the amount raised and pledged in "the for all we call Mizzou" campaign. To build a stadium, pledges won't work. It has to be cash gifts that in turn can be paid to the contractor, etc.
If the Athletic Department were to attempt to raise the money through a bond issue, the debt service (interest & sinking fund) would be roughly 50,000,000 a year do 20 years.
Bluntly, a new stadium would be great, but building one meeting everyone's wish list is simply too costly. Mizzou has no Phil Knight or Boone Pickens and $500,000,000,000.00 is far more than either has ever given to their alma maters.
