The Greeks ( southern Europe for that matter) have had entrenched social and cultural habits that have cost to much in an economy that is tourism and agriculture based. The problem started really developing when they had to base their currency on the Euro automatically a problem started developing. I suggest you do an extensive study of European economics and the Monetary policies of the EU. Do not post on here until you read several books or take a course. Think of this. How can a single monetary policy work effectively in 17 different cultures?
