which is necessary for our capital markets to function properly

it's when they are deregulated and not watched closely

that they turn into carpet bagger snake oil salesmen fraudsters

and use highly leveraged gambling in toxic derivatives packaged fraudulently to deceive investors

with proprietary trading on inside information

to create asset bubbles that explode into financial crises

that cause depressions and lagging long term high unemployment

that ruins the economic lives of most Americans

and destroys the middle class
