He apparently deducted his charitable giving which lowered his effective tax rate to 20.5%. This is clearly legal under the current tax code, but is it "fair"?

Wouldn't it be more "fair" if he simply gave to charities and yet did not use the deductions? Why is it "fair" for families with incomes approaching $1 million to get federal tax subsidies?
