The closest we have come to establishing a new basketball rivalry lately is Texas...but Barnes keeps peeing down his leg.
These criteria are all important, but a VERY strong fit on any one can make another less important. I agree with the proximity issue you raise, but that didn't mean much with Notre Dame and USC in football.
I think the MOST important part of rivalries is a history of competition on the field of play (regardless of the sport) and meaningful games, year in and year out. Part of the joy of a rivalry, as I mentioned, is taking something away from your rival....be it a conference championship, an NCAA tourney bid, or a national title. Rivalries evolve over time.
