Simple Rating System; a rating that takes into account average point differential and strength of schedule. The rating is denominated in points above/below average, where zero is average. Non-Division I games are excluded from the ratings.

So in its history it is roughly the 4th best basketball conference. 8 times it has been 5th or worse, and 7 times its been in the top 3. Certainly of late it has been stronger than it was previously, to an extent helped by the fact it is collapsing and thus has less teams than most major conferences. I guess it depends on how you define being a strong bb conference, but to me that isn't it other than a few outlier years.
