Allow players to declare for the draft and actually go through the draft. If they do not like where they were drafted they may return to college as long as they have not hired an agent. The NBA would be much more careful about drafting underclassmen because they would possibly just waste a pick. Those that go undrafted could return to college to finish their eligibility.

This would be a win for the NCAA, the college teams and definitely for the college players. The only loser would be the NBA but in the long run it would strengthen the NCAA teams which would help the NBA as well because their no cost minor league system would get stronger and they players that they draft would be more polished and ready to play.
