making it easier to go to college. Then focus on improving high school counseling. Then on improving access to community colleges and trade schools.
Of course, none of that is actionable on its own. It's just empty rhetoric, in need of specific plans backed by research showing which courses of action are most effective. But you have to have a direction before you have a plan.
