The proposal was to rebuild the first thirty rows of seats on each side (it would also probably be necessary to also redo the lower portion of the south endzone) and by doing so make the upward slope of those seats shallower. While that might very well allow a few more seats to be closer to the field, the cost would likely be excessive. Further, there's the issue of how sight lines would be impacted.
