I'm sure the millions of starving oppressed North Koreans feel the same way.
North Korea has changed nothing.
In short, nothing more than the usual bribe, in return for an empty promise from proven liars.
Makes for a nice headline, NK behaves until they get the food, and then busy as usual, selling drugs, counterfeiting currency, and selling nuclear technology.
And oppressing millions.
Yes, that sounds like a "win" to me.
